1. Introduction
This manual defines Clarion Engineers’ approach to ensuring that every EPC project is:

Clarion acts as the Owner’s Engineer (OE), maintaining oversight across all engineering, procurement, construction, and commissioning phases.
2. QA/QC Governance
Clarion’s QA/QC system is built on four core pillars:
Quality Planning
Defining requirements, specifications, and ITPs.
Quality Assurance
Ensuring systems and processes meet the approved quality plan.
Quality Control
Executing inspections, tests, FAT/SAT, and onsite verifications.
Quality Reporting
Managing NCRs, CARs, QA forms, test logs, and progress reporting.
